Interesting. Should the city of Austin, TX ignore the Texas supreme court, and use local police to enforce their law about a water break every 4 hours for workers outdoors? (And, what happens when the businesses that don't want to allow water breaks call the Texas state police to block the Austin police?)
It feels like there's not much the courts can do, if the executive branch doesn't cooperate (ie, Jackson &Trail of Tears, vs Eisenhower & school desegregation).
