Each authority has a lawful scope, and outside of that scope he acts merely as a private citizen. For instance, in WA state during COVID, our dear governor issued orders regarding how communion should be administered, and proscribing singing in church. We cheerfully ignored him, because he wasn't our bishop.
It gets tricky when a bad leader acts within his lawful authority, though, and we have to be especially careful when leaders we merely don't like make authoritative decisions we don't like. Then it's a good opportunity to pray for wisdom and discernment.
It's especially difficult when God, in his all-encompassing authority, sends us trials and tribulations, because then we're bound by Scripture to rejoice! This includes when he sets bad leaders over us. 😬
