The city I live has it in theirs but the city I work in (adjacent, may as well be the same small rural city in Alabama) doesn't in theirs. I guess they expect students to do so on campus? But thrilled they have it (and I think other similar machines?) in my more-sparse town. Hope you can get access somehow; it's weird they won't with you working there since most likely any county taxes still go to it :<
