Today in house sitting: Either Oregon water prices are fit for Arrakis, or there's a quirk in house water use outside of my own showering, drinking, dish washing, and occasional load of laundry.
My theory is that like Pittsburgh and mid-Missouri the utility is reading the meter electronically, every so often, and extrapolating.
