Russia is super corrupt, a lot of "initiatives" ended up as burned money or in some oligarch pocket. Look up "ros nano" a nanotech initiative which ended with no results. Most of "grand" projects are like this.
But "why not make your own soft" is also wrong, Russia uses either unix based system(because why not) or its own systems, on anything important. Its not like there is "Software shortage" in Russia, programming is popular profession in Russia, since you could get western salary while living in Russia.
