Nah. Only major population centers. Wars, even world wars, have limited reach and are extremely expensive. The best return on investment = focusing on concentrated population centers. When I came up with the term "expensive to tyranny", it was literally from this POV, that rural areas didn't contain enough people to justify reaching tyranny so far out. That's a big reason why they are capturing the internet instead of physicalities.
