BTW, I still think that we should be able to freely (as in `<length>`) define the size of the scrollbars (as well as disable the overlay ones freely).
And it _must_ be normative, reserving the corresponding space. If the system cannot draw such a scrollbar, it should be free to draw the closest (rounded down?) to the dimension chosen by the author, but the space reserved should be static as defined.
