Hope there will be a whitelist that requires manual verification, and some relays will use this whitelist together to stop forwarding non-whitelist bots or porn/scam bots. Then those bots will gather to some special relays all together.

This is not contradictory to the idea of decentralization. You can choose the relay that you accept information from.

Then ordinary users can use trusted, i.e. relays with whitelists, to stop receiving some unnecessary information.

The main issue is the maintenance of relays and whitelists.
