Yes, that's an interesting issue... I was Chair of a Canal NGO for a shirt time recently (had to stand down for personal reasons), and there was some talk of this, but the capacity (most canals are narrow, with low bridges & already quite busy with leisure traffic) might not be enough to offer a true transport shift, unfortunately... unless one vastly rebuilt the network
