What about a program that selectively probes relays in a list of relays to learn what their rate limits are, then use REQs to fetch since/until at half the rate limit sequentially until you reach an EOSE. Gather up all of the raw json and put them in a compressed folder.
Should work with any relay to index and then back it up if it was approached methodically. (if REQs are allowed)
