Genocide would only be acceptable if there is a genuine existential threat, and no possibility that any lesser response would result in self-preservation.
As a human, one could morally genocide the Skynet AIs from the "Terminator" film series, for instance.
But there is no realistic possibility that Hamas could destroy the modern state of Israel. Not without nukes.
The fear is not enough. The threat of genuine annihilation cannot be a response to "they're *really* scary".
