wait... why is Seymour's Ministry of (de)Regulation voluntarily asking for submissions on this as-yet-unwritten Regulatory Standards Bill?

This government has disdain for public opinion, not least Seymour. They have truncated or outright circumvented the formal public submissions process on other legislation. There is no way they genuinely want to craft the best legislation.
