Intrusive thoughts that focus your attention on someone, and what that person does, distort your perception of what's normal and reasonable to include that person's actions which you repeatedly re-imagine. Having distorted your thinking, your natural resistance is lowered against doing precisely what the hated person does.
It's like suicidal ideation that lowers your inhibition to self-harm.
Or the heroic ideation that every boy starts doing at like 5yo, when he starts seriously thinking about how if he went to the zoo and his sister fell into the lion den that he'd jump into the den and make himself large to keep the lions at bay until help comes. This nonsense is preparation: if something ever does happen, the boy's going to tend to act how he has prepared to act. And men who don't prepare like this freeze during a disaster, or disgrace themselves with an act that definitely wouldn't have been taken with a clear head.
So a normal man, when it comes time to shoot a child in the head in a warzone, would refrain from doing so. That simply isn't a thing that's done. It doesn't make sense. It's actually absurd and pointless, it's a string of words like "what if you shot a rifle at the sun and broke it and we all froze to death?"
But the man who has spent hundreds actively hating people who shoot children, for him it *is* a thing that's done.
