I can't remember if Ireland was delivered a UK news layout, Ulster, of course, is in the BBC defined UK. Could your IP address appear to be in the North at any time?
I wouldn't expect that to be it though.
It may be part of the layout change and only Worldwide are getting it, or it could be a Product decision (stranger things have been known).
Incremental changes in design are common and rolled out, the news page is very sensitive (all the traffic rules I mentioned).
