Proton has a free VPN (https://proton.me/), but I pay for one through Surf Shark for my business.
Connecting to public wi-fi via a VPN instead of your home internet is probably important.
Using public computers at the Library could play a role, although you likely wouldn't have the software you want on there.
Don't fool yourself into thinking you are totally private though. If someone has enough money and resources to find you (i.e., the government) they can and will.
