the US election to Trump would end aid to Ukraine and massively improve it's ability to achieve its goals over Ukraine. Its cyber-enabled influence operations take a different form because of those different end goals. It's not just about technical capabilities. It makes far more sense tactically if Iran's primary goal is seeking to smear or gain kompromat on particular individuals to influence, whichever the outcome of the election.
