looking at English Wiktionary for queer in the English adjective section, no. 5 and 6 seems to be the relevant definitions, with no. 5 being:

(colloquial, sometimes derogatory) Non-heterosexual or non-cisgender: homosexual, bisexual, asexual, transgender, etc.

no. 6 is mostly similar (check Wiktionary yourself)

there's also a giant usage note which is probably also relevant to your question

so it's a "yes", I guess.

on the subject of labels: I'm agender and I don't really vibe with the transgender label, so I don't use it. just a me thing, though.
