Arch Linux is not bad. It may not be something for an absolute newbie, but for someone with a little bit of technical skill, it can be a good platform.
For someone who was at a moderate technical skill level (not really a newbie, but not really an expert either), I would recommend EndeavourOS and, assuming they were not going to use the AUR, and stick to the repos, I would suggest Manjaro Linux too. I suppose a newbie could get away with EndeavourOS, and I have recommended it in the past, but there are different degrees of "newbies" and that is something I'm focusing on more when recommending Linux, today.
