Easy, be like Australia, Voter ID and you are required to vote, fine for not voting, though many spoil their ballots because it is just two sides of the same coin.
Possible fixes:
1. Term limits for ALL elected positions
2. Rename lobbing for what it is, bribery, make it punishable same as treason, both parties
3. Dual citizenship = Ineligible for any elected office
4. Bringing back “tar and feathering” for piss poor decisions
