I have the impression that gacha devs know that the main thing people care about with chocolate characters is their exotic appearance compared to the rest of the game which have whiter skin. So they care a little less about performance in game. When said chocolate characters are good they either fall off when characters with better kits come, or they are literally the only chocolate in the game. Example: Karin from BA.
