For building a PC, /r/buildapc has the best and up to date guides. Pcpartpicker.com is the only resource to collect parts, even as an experienced builder it saves me 10's of hours per build.
Best build depends on what games you play, your monitors' refresh rate and resolution. IMHO, 100-144Hz@1440p is the best target.
