Well, yes, calling for the murder of your political opponents does strip out any decorum. 🙂
The original quote implied that we try to find political solutions to political goals, but when that fails, we escalate to violence.
Trump has tried cheating his way into power, but when that failed the second time, he escalated to violence.
I’ll add that a fundamental attribute of populism is that it rejects decorum. Consider Trump’s various slurs against Mexicans and the disabled. Or, for a left-wing example, consider Fetterman’s recent vulgar summary about the Speaker nonsense.
