Was just reading a story on the New York Times website that refers to a document #LuigiMangione had with him when arrested as a "manifesto." It's 232 words long. Yes, words, not pages. 232 words is barely half a page. It's a paragraph. A short statement at best. So "manifesto" is an inaccurate, but very deliberately chosen word.
