The EEMS tech stack built into Exchange was built during an emergency incident I took part in, and it was designed to stop future emergencies.
It feels like poor planning at Microsoft’s end: it should not have fallen apart like this.
They originally deployed a version of this using a Defender AV update to all legacy Exchange versions during ProxyLogon. And then abandoned it, and architected things so won’t now work. Future resulting emergency will be in their backyard.
