It's not mandatory to have that feature if you want to implement ActivityPub.
That's why I believe that federation is not enough.
We should always be wary of the instances we federate with. That's one of the reasons we (ciberlandia) don't federate with Threads.
If most of the fediverse is centered on one instance, and those users don't have an easy way to migrate their accounts, they're trapped there. Let that instance grow to a reasonable size and you risk that they'll stop federating and become a walled garden just like the rest.
