Even for small businesses. Compliance was a huge deal, cost a lot of money (something like 3-4% per sale for us) and we were still never fully compliant. I think the only way to succeed in small business is just hope for the best and try not to worry about it because chances are you'll be breaking at least a dozen laws per day. I'm currently too anxious to live like that.
