I said yes, not wanting to be impolite. The employee training me later told me that I should always decline gifts of any size.
It was important enough for an intern to refuse a one dollar soda because even though I knew it wouldn't affect my work, avoiding even chance of appearing of bias was crucial. Government employees have a lot of power over the lives of the people they serve, and the judges of the highest court of the land should be held to the highest standard.
