The issue is that the damned are not sent to hell for nothing but a thought crime. God sends people to hell for their sins, not for their minds.
And all are sinners. This is why the Gospel is so important, because otherwise He would be destroying His own creation on account of the evil they chose. Giving us an out by the blood of Christ is the most merciful thing He could do so that we are not all hellbound.
