This is not a privacy feature and is not how the privacy model works. Apps cannot access sensitive data without you going out of the way to grant it to them via permissions or case-by-case access such the contact picker, file picker, photo picker or case-by-case image/video capture interface. Apps do not get access to sensitive data based on them running.
