3. It's actually not hopeless if kids can't read well when they get to high school. They can catch up "quite easily" with the right kinds of programs and attention. The problem is that there isn't as much attention to it, and poor readers tend to drop out.
So this feels like an area where there's a lot of room for improvement and help.
