It's a weird thing how english speakers always confuse affect and effect. We have the same exact words in French and Spanish (affecter/effect, afectar/efecto) and I never saw anyone make the same mistake.
I think it's like the meaning of "ironic": at some point a "mistake" becomes so common that it might as well be accepted in the language.
