You couldn’t delete tweets originally on Twitter. And even after they enabled deletion, the tweets are all still archived on the server for public access. It wasn’t until the ability to download and restore one’s own archive that you could completely delete a tweet, but the process is long and requires minor technical ability, so it’s not really an option for most folks. If I’m wrong, anyone, please fill in the gaps.
