IMO it’s mostly a mix of 1) migrants misinterpreting the rules within a foreign culture and the fact that 2) most people who migrate usually are at the bottom of the social hierarchy of their society. Westerners emigrating to countries with beaches aren’t that smart either on average. It’s not about culture.
