So there is an interesting tradeoff. Anyone that hosts email needs a security team. As you get more important, you'll also attract more and more capable attackers, and you'll need to do ever more security work. The question now is: could ANYONE withstand the attacks generated by hosting hundreds of millions of (government) email accounts? Meanwhile Microsoft is treating this as a sales opportunity:
