The circumstances are incomprehensible to me, but I would recommend that if you want to start a war that citizens should not be targets and it would be preferred if you would drop leaflets to warn normal people to get out of the way. I don't have an answer, but it would be a good idea to establish a safe space for non-Hamas people.
