I'm seeing a lot of discussion about Redis and how the CLA enabled them to relicense how they did, but what about FSF projects like Emacs where the licensing is copyleft and requires a CLA for any non-trivial contribution. Do folks still view a CLA in such context negatively?

I'm honestly not sure what the exact point of the CLA is for a FSF project, especially Emacs, given a proprietary relicensing will never happen. Supposedly it has "procedural advantages": https://www.gnu.org/licenses/why-assign.en.html
