yes, it needs to be exposed to the internet. yes lnurl is a separate service. The lnurl service will require a macaroon (access token) with the permission to create invoices. make sure the access token does ONLY have that permission.
You will also need a domain name, that resolves to the ip that hosts the service. Otherwise people trying to use your address will not be able to lookup your service and get an invoice
the domain needs to be served via https
