I don't think "the voters" demand bipartisanship. I think "the voters" are simply TOLD they want bipartisanship. Have we ever seen "the system function smoothly" because it's operating on a bipartisan basis? I think not. I think the concept is bankrupt when there are only two parties. Nor are the parties "adversaries', nor do they cooperate, except to trade who runs things, and they don't play zero-sum in that.

Taxes are not any issue. What the system doesn't do is PAY PEOPLE FAIRLY. The scandinavian countries have a significantly higher standard of living while also having very high taxes. The taxes are WHY the standard of living is so high.

Subsidies are just giveaways of public money to private concerns. For nothing worth it. If we SUBSIDIZE it, we ought to OWN it.
