I'd say religion is an academic term, not a native term. Eg: A Christian wouldn't say I'm religious, they would say I'm a Christian. The sociologist Durkheim had a famous definition of religion which I'll summarise here as the three B's (Belief, Behaviour and Belonging). Therefore if Stoic's as a group have these things. Then they are a religion.
They have shared belief, they have a feeling of belonging and have similar behaviours. In my experience it is a weaker religion than say, Protestant Christianity. As while the beliefs and belonging may be similar, the shared behaviours (for example meeting regularly at the Stoa or having a shared calender or dress) are not present.
