That reason is the incentive structure. Government is not like the rest of the real world.
When government fails (almost always) the failure is used as an excuse for more money.
In the real world, when you fail, you go bankrupt.
The Dept. of Education is a poster child of warped incentives. The department should have never been created in the first place. It's unconstituional.
