It is somewhat widely known that the frequency of Europe's synchronous grid (which extends into Africa, but not to the UK) jumps around a bit on whole hours. However, more and more places have 15 minute Imbalance Settlement Periods (ISP). And you can see these in the data as well (vertical lines):
