Follow the above like to get account setup with Oracle Cloud. You'll have to provide a credit card, but like I said to date I've not exceed of the threshold limits. ARM processors have worked well for using Ubuntu.

OCPU count: 4
Network bandwidth (Gbps): 4
Memory (GB): 24
Local disk: Block storage only (200GB)

VM: Up to 4 instances of ARM Ampere A1 Compute with 3,000 OCPU hours and 18,000 GB hours per month Free then $0.0980 per hour
Block: 2 Block Volume Free with 200 GB then $4.25 per month
Egress Data: $0.0085 per GB per hour (First 10 TB is free every month)
Monitoring: Ingestion (First 500 million Datapoints Free) and retrieval (First 1 Billion Datapoints Free)
