In a past life, I worked on the design of the new National Maternity Hospital at St Vincent's. IIRC we completed the planning application drawings in February 2016. The application wasn't submitted until over a year later because of this same issue with governance. It has taken a further six years to get to a point where the project is ready to go to tender, but this issue still persists.
Meanwhile the hospital continues to operate in woefully inadequate facilities.
