No. Being a decent person is defending people in need, not waiting for them to ask. If you demand that they ask, it's like demanding they acknowledge your superiority before you'll help them. And who are we going to consider the proper person to ask, in cases like these? The attitude of our "authorities" is to ignore all the people protesting abuses of power in other countries. Wrong people - not rich enough, not occupying the right offices, or whatever. That's wrong. The fact is, abuses of power happen, and the only way to stop it is to actually stop it. Abusers don't abuse their victims when the victim is strong - its exactly when the victim needs help that abusers attack. That's not the time to pontificate about respect and do nothing. That's the time when you either help the victim, or bad things happen.
