I think there's two aspects that are different, and less favourable, unfortunately.
Firstly the dictators of 2011 were not very good at suppressing the internet. Current uprisings in Iran, Russia and China face dictators who have learned from the last 15 years so we're less likely to see those people here.
And secondly Twitter in 2009 was already over three times as big as Fediverse is now, so we're less likely to achieve that escape velocity.
