TL;DR:

- it was a bit foggy, but no worse.

- the Stena Immaculate was one of several ships anchored in that general area waiting for their turn to pull into the harbor. Nothing unusual or suspicious.

- the Solong routinely crosses through that exact area on a Scotland-Rotterdam route, and there was no deviation from their usual route (which is the problem), so that part is also not suspicious; absolutely no reason to think the Stena Immaculate was targeted.

- However, for still-unclear reasons, the crew of the Solong missed several different ways to notice they were barreling directly towards an anchored vessel at high speed. Since it was anchored and its engines were off cold, the Stena Immaculate had absolutely no hope of maneuvering out of the way by the time they realized the Solong was way too close for comfort and not responding to calls to change course.
