An ancient empire created a magical bio-parasite to restrict prisoners - and their own spies. They would remove a persons tongue, and replace it with this grafting parasite, which would function in all ways as the persons tongue!
Except of course, if the person tried to speak certain words, or talk about certain topics. Or use spells with verbal components. In which case they couldn't!
