Well, in case of Hamas their actions are 100% consistent with their policies, and vice versa. In case of Israel, I’d say the abusive actions are a fraction of overall actions towards Palestine, especially if you remember Israel’s unilateral disengagement from Gaza (2005):

But even as recently as summer 2023 Israel has relaxed the rules for entry of residents of Gaza into Israel for work, and hundreds of thousands of Gazans earned their lives this way, residents of Gaza were treated in Israeli hospitals, received water and electricity from Israel. I don’t think it bears much resemblance to a genocidal policy…
