"Registering as a foreign lobby" means filing paperwork with the U.S. Department of Justice under the Foreign Agents Registration Act (FARA) to disclose your activities as a lobbyist representing a foreign government, organization, or individual ("foreign principal") when attempting to influence U.S. policy within the country, essentially notifying the government that you are acting on behalf of a foreign entity and detailing your activities and financial compensation related to that representation.
