Nope. Commercial. For example, I flew to Qatar and there’s a device in which you insert your foot with shoe on. I never had to take my shoes off. Most countries I visited didn’t require me to take off my shoes. The US is the “richest country in the world.” They can afford better machines and devices. The drawstring in my sweatpants is not an extreme threat that requires a pat down.
